They're heavier and sturdier than flesh and blood, but removed from the device they give him no special abilities. HISTORY undercity kid becomes dean's assistant at the fancy academy but aspires to greater things. helps harness magical forces through technological means. wants to improve lives but politics/class divisions/general unrest make things extremely fraught for basically everyone. invents a magic AI and uses it for science crimes in various escalating attempts to not die. SHIFTED ABILITIES tbd IC PERMISSIONS PHYSICAL AFFECTION sure! he doesn't seem adverse to casual/friendly/affectionate touching but is pretty indifferent when it comes to active flirting PHYSICAL VIOLENCE i mean you CAN but you'd probably be a bad person MIND READING/TELEPATHY yes. he has no ability to detect mental intrusions. if you need more information about what you might find in there, just let me know. ROMANCE/RELATIONSHIPS you are welcome to give it a shot but he might be a little married to his work and/or reluctant to engage with someone romantically while actively dying and/or hung up on certain individuals. down to see what happens, unrequited and otherwise. OFF-LIMITS although Viktor himself seems somewhat accustomed to casual ableism and will generally shrug off less egregious offenses, more aggressive scenarios, including but not limited to the deliberate use of slurs, and the taking, damaging/destroying, or withholding of his mobility aids, etc, is pretty much a positive CR insta-kill. I'm not opposed to playing this out, but let's get on the same page first and actively communicate for the duration of the interaction.
